• Program Description
McKinney Vento Homeless Project
is administered in Aiken County under the Office of Federal
Programs. Included in this project are several contractual
agreements with agencies that provide services on behalf of
homeless children. It requires educational access, attendance,
and success for children and youth experiencing homelessness.
McKinney Vento also provides states with funding to support
local grants and statewide initiatives.
• Role
of the Liaisons and Facilitators
Student Service Workers and
school facilitators (designated by the school’s principal)
act as liaisons in the district to ensure identification of
students through coordination with personnel and other agencies;
ensure enrollment with full and equal opportunity to succeed
in school; ensure parental/guardian or youth are informed
of educational rights; assist unaccompanied youth with placement,
enrollment, and knowing their rights; disseminate public notice
of educational rights; inform and assist with accessing transportation,
mediate enrollment disputes and provide coordination and collaboration.
• Provision
of Services/Interventions
Services/interventions are provided
by the Student Service Workers and school facilitators. After
the identification of a homeless student, contact is initiated
to address the immediate needs of the student. Depending on
the need(s) of the student, the liaison will provide the necessary
resources to address the factors that may affect educational
progress.
Services
include utilizing McKinney Vento Homeless funds to provide
school-based activities, school supplies, clothing and other
related items that address an educational need. Also, referrals
to community-based resources are initiated to address other
needs of the student / family that affect educational progress
/ achievement.
• Recordkeeping
The McKinney Vento Project has
a budget that is maintained by the bookkeeper in the Office
of Federal Programs. The McKinney Vento Homeless liaison for
the district maintains a listing of the identified homeless
students. Information regarding the homeless population is
submitted to the State Department’s Homeless Coordinator.
Also, information pertaining to the homeless population is
used to complete a yearly evaluation.

Title X, Part C
This program provides funds
to school districts to ensure that homeless children receive
the same public education as other children and to ensure
that homelessness does not cause these children to be left
behind in their education.
